Eight weeks after 'Cuba is next' at a private equity summit, the president indicted Castro's regime in Miami and told reporters there won't be escalation because Cuba is falling apart. The press ran two stories: justice for 1996 victims, and reassurance for markets. Nobody ran the arc. Regime-change rhetoric and no-escalation reassurance are both on the record — the gap between them is the policy.
