The fund was born in the May 2026 settlement of Trump's suit against the IRS — the same deal that permanently barred audits of his pre-May-2026 returns, which is entry #23 on this wall. That agreement obligated the Attorney General to create it. Blanche created it, then rescinded his own order on August 2 to win the two Republican votes he needed for confirmation, and by August 12 was visibly irritated at being asked again: dead under oath, dead before the House, dead after the hearing. All accurate. Also beside the point. The settlement was never amended and the Trump plaintiffs never signed the rescission, so they can sue to enforce it — Blanche conceded exactly that at his confirmation hearing. And the money was always going to come from the Judgment Fund, a permanent appropriation needing no commissioners and no announcement, where allies' claims are already moving through the Federal Tort Claims Act. He killed a vehicle and the press reported a destination.
