HAST Heavy structural hour. The Pentagon just buried a merger clause in the defense bill, and we're tracking it from our Ground News desk.

KELI Section 224 of the National Defense Authorization Act — it's language that designates an executive agent responsible for synchronising cooperative efforts between the United States and Israel. That's not aid language. That's co-production, data fusion, permanent institutional linkage written into law while floor debate focused on something else. Rep. Thomas Massie saw it. Rep. Ro Khanna saw it. Massie said, "We are a sovereign country," and promised to strip it in committee. Khanna responded on X: "Trump can't kill the Massie/Khanna partnership no matter how much he posts on Truth Social."

HAST So here's what the counter-read looks like. Every newsroom covering this will frame it as "deepening military ties" or "alliance architecture." That's accurate but incomplete. Section 224 doesn't authorize aid — it creates a permanent structural merger between two militaries written into the annual defense bill. The human-rights story — detainees, zip-ties, cabinet ministers on camera — that ran on a different channel this same week. Both true. Both on the record. The institutional story and the moral story stayed separate in coverage. Watch whether Massie's amendment gets a floor vote and how the White House responds. That tells you whether this is quietly locked in or still negotiable.

KELI Staying on institutions and money. The Trump administration announced a seventy-thousand-dollar fee for Optional Practical Training — the work program that lets international students get hands-on experience in their field while on a student visa. Department of Homeland Security said it's to combat fraud and abuse. The effect: fewer students can afford to stay and work after graduation. The number of international students in the United States already down. This fee closes the door tighter.

HAST Different scale, but same mechanic. Texas Comptroller Don Huffines, at Governor Greg Abbott's request, is investigating spending in Austin ISD and other districts statewide. This is the second time we've covered this — Huffines opened the review in the spring. Results are due December thirty-first. Austin ISD already under pressure over budget cuts and teacher retention. A comptroller investigation into district spending is not a neutral process.

KELI On the personnel front: The wife of New York City Mayor Zohran Mamdani has created art for Olive Odyssey, a Wyoming-based olive oil company. Reporting from the Washington Free Beacon shows the company celebrates Palestinian violence, uses antisemitic imagery, and sells bottles commemorating a Palestinian figure involved in a plane downing. Mamdani's office has not responded to requests for comment. The conflict-of-interest questions are live.
