The counter-read: this story will get framed as "heartwarming volunteer work," which it is — but the structural fact is that public shelters and rescue nonprofits are absorbing a growing animal-welfare load that municipal budgets won't fund. HAST Different scale now. The Texas Railroad Commission changed its public comment rules earlier this month, and a state lawmaker who helped write Texas's open-meetings law is asking why. The RRC doesn't have to say. The agency ended the public comment period at commission meetings — people can still submit written remarks, but the old in-person slot is gone.

KELI That's a direct power move. The Railroad Commission regulates oil and gas across the state, including Panhandle operations. Transparency advocates and the lawmaker — who has standing on open-government issues — are both flagging it. The commission's reasoning isn't public yet.
