The city posted clarification on social media because the message was getting tangled — Stage 1 does not mean the city is running out of water or sitting at 60 percent total capacity. It means one of the supply sources has hit a trigger point that requires operational changes and conservation signals to residents. Water main break on East Highway 60 got repaired by 1 a.m. Wednesday; water was restored by morning.

KELI So the framing you'll hear elsewhere will be "Amarillo enters drought stage" — which is technically true and legally required to report. The structural reality underneath: a single reservoir threshold has kicked over. The city has redundancy built in, and the message the city is sending is about conservation, not scarcity. HAST On the education front, West Texas A&M's nursing school landed a 400,000-dollar grant from the Texas Higher Education Coordinating Board. The money supports a new post-master's emergency nurse practitioner certificate program and will fund scholarships for working nurses to continue their education. The Panhandle has a persistent shortage of trained emergency practitioners, and this program, if it moves enrollment numbers, could ease that pressure.

KELI The fire department's wildland team starts a mitigation project on the 9th Street Trails on the 24th of this month — brush clearing and fuel reduction work that runs through the fall. That's preventive, and with drought conditions holding, that crew's going to stay busy.

Hundreds of Texans showed up to ask the agency to keep the barriers out of state parks. Bulldozers have already moved into Big Bend, and the commission's got limited authority here — federal land, federal border mandate — but the public record is going to get loud on this one.
