That language was placed by the House Armed Services Committee chairs while it was still being debated. On the record, Representative Thomas Massie called it a threat to U.S. sovereignty. Representative Ro Khanna said on X he'd offer an amendment to strip it, and that Trump couldn't kill the partnership between them no matter how much he posts on Truth Social.
