HAST Water's not coming back. The City of Amarillo says the reservoir hit 60 percent capacity last week, triggered Stage 1 of the drought plan, and a week of voluntary conservation hasn't moved the needle. City Manager Grayson Path told media on Monday there's been no meaningful reduction in water use. So effective immediately — the city's suspending all irrigation at city parks and facilities, closing splash pads, and asking residents to keep outdoor watering to three times a week, odd addresses on Sunday, Tuesday, and Thursday.

KELI Here's the structural read: voluntary conservation only works when people believe the crisis is real and imminent. The city waited until reserves dropped to 60 percent before asking residents to cut back — that's not early warning, that's visible alarm. But residents have heard drought warnings before without hard rationing following. If the city doesn't move to Stage 2 mandatory restrictions in the next week or two, voluntary limits will collapse. Watch whether Path and Hooper announce a specific trigger date for Stage 2 in their next briefing.

HAST Fire at North Jefferson Church Thursday evening — Amarillo Fire Department had it under control inside an hour. Fire Marshal's office found the cause: arson during a theft attempt. Someone was trying to strip copper from the HVAC system. No injuries, but the department's now warning property owners to secure exterior equipment and report suspicious activity. That's the second copper-theft fire call in the metro this summer.

KELI Canyon municipal court is short-staffed. The Canyon City Commission meets next Tuesday to appoint an interim judge while staffing stabilizes. Court business questions go to court@canyontx.gov. New office hours post this week.

HAST A man arrested after a chase from Clovis into Muleshoe on Sunday — 12 counts on seven charges, accused of shooting at multiple vehicles and at law enforcement officers. Multi-state pursuit, ended on the High Plains side. New Mexico State Police and our local agencies coordinating the arrest.

KELI On a different front, Texas Attorney General Ken Paxton's office is pushing back on Chinese technology in state data centers and backing federal exemptions for off-the-grid data center power systems. Paxton promised to ban Chinese chatbots he says endanger children in data platforms. He's also backing the DATA Act, Senator Tom Cotton's bill that would let data centers build private power infrastructure exempt from federal regulation. That one moves the power question from utility commissions straight to private hands.
