KELI From Inkwell, this is the Amarillo News Drop. I'm Keli, with Hast.

HAST Good morning. Domestic violence rates climbing in Amarillo — the shelter continuously full, turning away thirty people a month.

KELI Family Support Services reported that to the city council this week. The organization's CEO Brandi Reed told the council shelter beds are spoken for, and the demand keeps rising year over year. The council issued a proclamation declaring today Domestic Violence Survivors' Day, but the real number underneath the ceremony is the capacity crisis. Thirty people a month means three hundred sixty a year without a bed. The shelter's operational budget and bed count haven't kept pace with the rate increase Reed documented. That gap — between what the shelter can hold and who needs it — is the structural problem the proclamation doesn't solve. Watch whether the city council or Potter County commissioners allocate emergency funding in the next budget cycle. If they don't, the thirty-per-month number will grow.

HAST Staying with county-level pressure — drought conditions in West Texas are improving for the second week running. The Texas Water Development Board's latest report shows contraction across the region, with further improvement expected next week. That's a relief for Panhandle ranchers and water authorities after the tight months.

KELI Different front. The City of Amarillo named Ty Vernon as the new director of Animal Management and Welfare. Vernon's been with the department for a decade, holding various roles. He replaces Victoria Medley, who retired in March.

HAST School finance question now. A school district in the state is seeking a tax increase even as enrollment declines — the kind of math that typically triggers voter resistance. We're tracking which district and what the rate bump is. That story's got moving parts.

KELI At the state level, Governor Abbott said the sale of a state park to SpaceX won't happen anytime soon. He was at a news conference reaffirming his commitment to preserving parkland in Texas. That's a reversal signal from earlier reporting that suggested the deal was in motion.

HAST Before we close, a history note. On this day in 1935, the Long March undertaken by the Chinese Communist Party ended after a year of retreat.

KELI Before we close, a word from Inkwell. Gil's Intelligent Version runs on a short set of stated rules it calls Canons — the principles every translation choice has to answer to.

HAST One of them: where the text leaves a question open, keep it open. Read them at inkwell dot wiki, slash giv, slash canon.
