HAST Good afternoon. We're leading with a story about what didn't happen, and what that silence tells us.

KELI From our Ground News desk. Back in May, the Department of Justice waived all pending IRS claims against one person — claims that had hung over a decade of tax filings. Same day, that person told reporters he might release his current returns. The press covered the second thing as a transparency story. The first thing, the actual legal waiver, is an immunity story. Both happened on the same day. Only one ended the excuse that's been used for years not to release anything.

HAST So the structural gap here is pretty straightforward. For years, we heard that releases couldn't happen because of an ongoing audit. The waiver — the DOJ action — that ended the legal claim forever. But the coverage and the comment both landed on the hypothetical future release, not on what just ended. So here's what to watch. If a current return actually surfaces in the coming weeks, we'll know the audit claim was the real barrier. If it doesn't, we'll have our answer too.

KELI Staying overseas. Argentine President Javier Milei appeared at a campaign rally in Brazil over the weekend, where he called President Lula a thief and a convict. Milei was there backing Flávio Bolsonaro, the right-wing candidate in Brazil's upcoming presidential race. The two leaders have been at odds on trade and regional alignment, and this marks an escalation in public rhetoric between the neighboring countries at a sensitive moment in Brazilian electoral politics.

HAST Different scale, but related territorial ground. FIFA President Gianni Infantino issued a letter accusing critics of the recent World Cup tournament of spreading hate. The federation faced questions during the event over visa restrictions that some teams faced entering the host country, visa policy that falls outside FIFA's direct control. Infantino's statement appears designed to reframe the criticism as something other than legitimate operational oversight.

KELI Back stateside, and narrower in scope. In Houston, Congresswoman Sylvia Garcia demanded answers following a fatal shooting by an ICE agent. The agent shot and killed Lorenzo Salgado Araujo in the Magnolia Park neighborhood. The district's GOP nominee, Alex Mealer, urged a wait-and-see approach to the investigation. That congressional seat itself is newly drawn and contested.

KELI Fair. The redistricting matters for who represents the district next Congress, and Garcia and Mealer are signaling different approaches to what happened.

HAST On the international nuclear file now. The U.S. and Saudi Arabia announced a landmark nuclear deal on July twenty-second. Key question underneath the agreement: will it allow Saudi Arabia to enrich uranium domestically. That's the part that shapes whether this becomes a safeguards framework or a proliferation risk. Analysts say the language in the final agreement will matter enormously in coming months.

KELI Related to that threshold. There's movement on independent politics here at home. Former Senator Joe Manchin of West Virginia, who left the Democratic Party to register as an Independent two years ago, is now building infrastructure to help elect more Independents to Congress from both parties. He's positioned this as an anti-partisan project, and he's using his own political network to do it. We'll likely see how much traction that effort has in the cycle ahead.
