HAST Budget day in Amarillo. The City Council met this morning and votes on a tax rate ceiling later today. Here's what's moving underneath: the city's taxable property value growth is slowing. Deputy City Manager Andrew Freeman told the council that senior tax freezes, disability exemptions, and other abatements are cutting into the effective tax levy — the actual dollar amount the city collects. The more exemptions stack up, the harder it gets to raise revenue from the same assessment base. The council's voting today on how high they'll let the rate go. That ceiling matters because it pins down what property owners will see on their bills by year's end.

KELI The simple read is "tax freezes cost money." The structural reality is older — the city's been banking on steady property value climbs to absorb those exemptions without raising the rate on everyone else. That growth is thinning. So the council has to choose: raise the rate to hold revenue flat, or hold the rate and accept smaller collections. There's no free pass here. If you hear "city holds the line on taxes," check whether revenue actually held or fell. The vote happens tonight.

HAST Panhandle water alert: Childress issued a boil water notice Tuesday because disinfectant residuals dropped below safe levels. That's a chemical issue in the system, not contamination — yet — but residents need to boil drinking and cooking water until the city restores the margin. No timeline on that from the alert.

KELI Road work this week. I-40 center median from State Spur 228 east to the Carson County line — mowing operations. Northbound I-27 frontage roads from FM 2219 to McCormick, drainage work and flaggers. Westbound I-40 from Arnot to Bushland, various lane closures for edge repair all week.

HAST State level: Comptroller Huffines is moving forward with investigations into school district spending practices. This continues the push from the Capitol on how districts use their budgets. The Amarillo Independent School District, like others on the High Plains, will likely be part of that audit sweep.
