HAST Good morning. We're leading with federal money and a factory that never made a thing. ProPublica reports the Pentagon and General Dynamics built a $533 million artillery plant that produced zero rounds. Not a shortage. Not a delay. Nothing. Taxpayers funded the entire facility, the equipment, the tooling—and it sat idle. General Dynamics was the contractor. The Defense Department approved the spend. Neither has explained why the plant never fired up or what happened to the capital.

KELI The structure underneath that: when the Pentagon contracts for weapons production, there's supposed to be oversight—program managers, auditors, GAO review. The fact that a half-billion-dollar factory can stand empty without public accountability tells you something about how defense contracting insulates failure. You don't see that kind of money disappear in civilian infrastructure. The checkable piece here is what the Pentagon will say when asked directly whether the plant is now operational or if the money is written off entirely.

HAST Staying with federal accountability. From our Ground News desk—the story the press covered in pieces but never assembled: the agency that approved a vaccine under emergency use also held patents on the vaccine platform and collected $690 million in royalties during the pandemic. The law literally required the FDA to find no adequate alternatives existed before granting emergency use authorization. NIH held co-inventorship on the Moderna mRNA patents. Moderna settled for $400 million to the NIH. And David Morens, a senior adviser to Anthony Fauci at NIAID, wrote in an email—routed through personal Gmail to avoid FOIA—that he was doing that specifically because his NIH email was subject to public records requests.

KELI What that means structurally: the same agency certifying that no alternatives existed to approve an emergency vaccine was financially incentivized by that vaccine. The personal email routing wasn't illegal, but it was deliberate. Each fact appeared in separate reporting. The mechanism—the conflict and the communication strategy to manage it—never assembled in mainstream coverage as a single question. We'll watch whether congressional committees ask about the financial timeline and the decision-making timeline side by side.

HAST On a different front, Wisconsin Democrats nominated moderate Milwaukee County Executive David Crowley for governor over democratic socialist Francesca Hong by 3,000 votes in a razor-close primary. Crowley advances to face Trump-backed Rep. Tom Tiffany in November in a state that will likely decide the presidential race. The margin was tight enough that the outcome tells you progressives are still a significant force in the Democratic base there, even in a year when the national party has moved center.

The BBC reports anguish from families watching searchers pull through the debris. This continues to develop as the death toll and rescue operations move.
