KELI We start in Washington. The House passed a stopgap funding measure overnight, aiming to prevent a third government shutdown since September of last year. The bill now goes to the Senate, where its path is uncertain.

HAST The structural fact here is the pattern. Three potential shutdowns in under a year is not a streak of bad luck. It reflects a Congress that has repeatedly been unable to pass a full-year budget through regular order. The stopgap is the workaround. The budget process itself is the story.

KELI Staying in Washington, the Trump administration released a report alleging that Cuba is the, quote, connective tissue of a global anti-American coalition, and tying that claim to domestic left-wing organizations in the United States.

HAST What the coverage generally did not center is what the report does procedurally. Framing domestic political opponents as extensions of a foreign adversary has legal and policy implications that go beyond rhetoric. The report creates a paper record, and that record can be used to justify future action. That is the structural thing to watch.

KELI The Iran campaign is now in its eleventh consecutive night. U.S. strikes were reported in Tabriz in the northwest, Tehran, and in southern Iran. Defense Secretary Hegseth said the campaign has cost thirty-seven point five billion dollars to date. President Trump separately threatened to strike a site referred to as Pickaxe Mountain, described as a suspected nuclear facility.

HAST Two numbers buried in the coverage. Eleven nights is an extended air campaign by any modern standard. Thirty-seven and a half billion dollars is a figure that, if accurate, would rank this among the most expensive short-term military operations in recent U.S. history. Neither number got much comparative context in the reporting we reviewed.

KELI Iraq is drawing increased attention as a potential regional stabilizer amid the wider Middle East pressure. Iraqi Prime Minister Ali al-Zaidi was in Washington last week for a business summit. Analysts at The Conversation describe Iraq as positioning itself as a strategic connector, trying to balance relationships with the U.S., Iran, and Gulf states simultaneously.

HAST The relevant tension is that Iraq's leverage depends on all those relationships staying active at once. A direct U.S.-Iran conflict, now ongoing, compresses that space considerably. Iraq does not get to be a connector if the parties it is connecting are in a shooting war.

KELI In Lebanon, a former Biden administration official said he cannot see an Israeli pilot zones arrangement working in practice. The official, identified as Gavito, assessed that Israel will likely continue pushing the limits of its presence in southern Lebanon, making a full withdrawal unlikely in the near term.

HAST The framing in most coverage treats this as a diplomatic setback. The structural read is different. An on-the-record former official saying a stated policy framework will not work is an acknowledgment that the framework was designed around political optics rather than operational reality. That is worth naming plainly.

KELI In Venezuela, families are still searching through rubble weeks after two earthquakes struck, a 7.2 and a 7.5. The disaster has received limited international coverage since the initial days after the quakes.

HAST That gap is itself a data point. Sustained coverage of disaster recovery tends to drive aid and accountability. When coverage drops off, both tend to follow.

KELI Back in the United States, two public health stories this morning. First, more than fourteen hundred people have been infected in a Cyclospora outbreak. U.S. officials say the evidence points to lettuce grown in Mexico. Mexico's Health Ministry disputes that finding.

HAST The disputed attribution matters because it determines which supply chain gets scrutinized, which growers face liability, and which regulatory system is responsible for the fix. The scientific and the political questions are running in parallel here, and they are not the same question.

KELI Second, three measles cases have been confirmed in Montgomery County, Texas. All three are members of the same family. Public health officials say the family had close contact with an infected person who had traveled from out of state.

HAST Texas has had measles clusters before in this cycle. The transmission pattern here, an index case from travel spreading within a household, is the textbook early-spread scenario. The question officials are not always asked publicly is vaccination status, which determines how containable the cluster is.

KELI In Houston, newly released handwritten statements from two witnesses to the ICE shooting of Lorenzo Salgado Araujo say he never threatened agents before he was shot. The statements were written by two men who were present in the van at the time. Earlier reporting had relied almost entirely on the official agency account.

HAST This is a standard accountability beat that took weeks to surface. Eyewitness accounts from people inside the vehicle existed from the start. The structural issue is that those accounts required outside legal or journalistic effort to reach the public. They were not part of the initial disclosure.

KELI And finally, a leopard entered a store in Rajasthan, India, attacked an employee, and caused widespread panic before being contained. No fatalities were reported.
